Andrew Clearie, Associate Director

Andrew has extensive experience as a procurement advisor and manager on large infrastructure projects, programs and development initiatives. The main focus of his recent work has been in transport and social infrastructure where he has delivered PPP, D&B and partnering procurements under various contract models and procurement procedures. His technical due diligence work includes several large international secondary market transactions.

Special assignments include an 18 month secondment to Scottish Futures Trust to advise on delivery of the hub Initiative and an advisory role with Audit Scotland on their Management of the Scottish Government’s Capital Investment Programme review and subsequent report.

Previously Andrew was the project advisor in the then Scottish Executive’s Financial Partnerships Unit where he advised on PPP policy and provided support to Scottish Government Ministers and public sector bodies taking forward PPP projects. He was a frequent speaker at PPP conferences and gave evidence on PPP to the Scottish Parliament Finance Committee and the Local Government Committee.
