Thomas Walsh, Director

Tom Walsh has 19 years of experience in airport financial planning and analysis. He provides financial advice to airport operators and developers in the United States and around the world. In the United States, he has provided financial consulting services at a range of large-, medium-, and small-hub airports. Additionally, he has served as the project manager or financial analyst on financial feasibility studies in support of the issuance of more than $4 billion in airport revenue bonds. He also has worked extensively on the development and analysis of airline rates and charges methodologies.
For the Massachusetts Port Authority, Tom conducted financial analyses in support of a $1.1 billion 5-year airport capital program, including an assessment of the financial viability of the program and its effect on airline rates and charges. He also conducted financial feasibility analyses in support of the issuance of over $2 billion in Authority revenue bonds and passenger facility charge (PFC) stand-alone bonds, and assisted the Authority in preparing PFC applications and amendments resulting in authorization to collect about $1 billion in PFC revenue, as well as increase the PFC levy to $4.50 per passenger.
Tom was Project Manager on the feasibility study in support of the issuance by the Port of Seattle of $450 million of Intermediate Lien Revenue Bonds, Series 2005.
