Development of the Secondary Toll-Road Market in India
Over the past decade, the Indian toll-road market has developed exponentially and India now has one of the most comprehensive toll-road systems in the world. The toll-roads have been developed through a focused public-private partnership initiative spearheaded by the Government of India under the aegis of the National Highways Authority of India.
Various infrastructure investors from India and internationally have invested in the development and operation of toll-road assets across the country. More recently, some of the existing asset managers and portfolio managers have been seeking to exit their investments and other international and institutional investors have been seeking to enter the fast-growing market across India.
LeighFisher recently assisted one of the world’s leading sovereign wealth funds with the potential acquisition of a stake in one of India’s largest transportation asset portfolios spread across highways (roads), ports, and a metro system.
As part of this assignment, LeighFisher provided extensive traffic and technical advisory services, including toll road technology, across a portfolio of seven toll roads in 12 weeks. Key tasks included site analysis, traffic forecast development, revenue analysis, diversion analyses, with road technical due diligence playing a key role in outlining and assessing technical issues that could potentially affect valuation of the portfolio.
