Evert has more than 15 years of experience in airport and airline strategy and planning with an emphasis on economic analysis, modeling and simulation, airfield and airspace capacity analysis, and security planning.   Evert is recognized within the United States and abroad as an expert in complex airport, airline, security, and airfield and airspace operational issues, and is a regular speaker and chair at industry conferences and seminars on airport capacity and security. He has also published a number of papers and articles in leading industry journals and trade publications.

Before rejoining Jacobs Consultancy in July 2007, Evert was a Principal in the U.S. commercial airline and airport practice of another internationally recognized consulting firm. He had been a Director at Leigh Fisher Associates, now Jacobs Consultancy, prior to his departure in early 2005. Evert began his consulting career with a well-known firm in Cape Town, South Africa.

For a large U.S. regional passenger airline, Evert managed an assessment of future strategic growth options. The airline was interested in expanding its services to include charter flying, contracted flying with major airlines in the United States and abroad, or possibly engaging in its own branded flying operations. The risks of each strategy and its possible contribution to the company's value were quantified under various industry outlook competitive response scenarios.

For a U.S. major passenger airline, Evert analyzed its international gateway hub operations. The airline was pursuing a strategy to aggressively grow international services, but severely constrained facilities at its gateway hub, particularly gates, required dynamic analysis of the airline's ground operations using simulation modeling.

For the Baton Rouge Chamber and Area Development Corporation, Evert directed a study to determine future capacity and economic value to the region of existing airports and various new regional airport alternatives and their optimum locations using an economic stimulation and airport choice econometric modeling approach.

For the Transportation Security Administration (TSA), Evert managed various studies, including an airport prioritization and funding strategy for in-line explosives detection systems (EDS), to determine funding and financing alternatives to implement in-line baggage screening at large U.S. airports. During 2002 and 2003, Evert directed planning, modeling, and simulation services as part of the Boeing team selected by the TSA to plan and implement 100% checked bag screening at the nation's 429 commercial service airports.

For Los Angeles Worlds Airports, Evert directed various studies since 2002 relating to operational improvements, terminal congestion, in-line baggage screening, the application of security technology solutions, security checkpoint planning, and simulation studies. In 2005, Evert was part of a Leigh Fisher Associates and Deloitte team that conducted an organizational review and strategic update for Los Angeles International Airport.
