Spencer Ballard has 28 years of experience in transportation business and financial
planning, capital program implementation planning, and business management, including
10 years in airport consulting and 15 years in senior urban transit and large-hub
airport management positions. He specializes in overcoming complex airport management
challenges and development of strategies for change. Spence has worked closely

Prior Experience
Spence most recently served for 10 years as Managing Director of a nationally
recognized airport management consulting firm. Previously, he was assistant aviation
director in charge of business and financial affairs for San Francisco International
Airport and Miami International Airport, as well as assistant transit director
with similar responsibilities for Miami-Dade Transit.
