LeighFisher has been at the forefront of the UK's Private Finance Initiative/PPP process, as well as supporting privately financed public sector projects throughout the world. We have a network of connections with financial institutions and have acted as lenders technical advisor over 130 projects.
When undertaking Technical Due Diligence we use a Risk-to-Lenders approach, whereby key risk issues are identified, evaluated and closed out in an efficient manner; this process adds value to the project by obviating time-consuming discussions of detailed technical matters that have little or no impact on the risk to the lenders. LeighFisher is staffed with a mix of engineers and analysts who understand this Risk-to-Lenders approach and who are able to lead teams of multidisciplinary experts in support of complex projects while remaining focused on issues of primary importance to the lenders. Many of the areas of analysis are common to all projects, including, for example, demand, volume, cost, completion and operational performance risks.
LeighFisher has been retained by a number of lenders to provide monitoring of the construction phase of projects. Services provided typically include: monitoring of construction progress through review of reports, site inspections and attendance at meetings with relevant project parties; certification of loan disbursements; provision of monthly reports and advice on change.
LeighFisher is also retained by lenders to provide long term monitoring of the operational phase of projects. Services provided typically include: monitoring of completion of outstanding works; advice on change; monitoring of asset renewal budgeting; periodic progress reports addressing availability, performance and change; insurance valuations and miscellaneous advice.
