AIRLINE NEGOTIATIONS RELATED TO MIDFIELD TERMINAL DEVELOPMENT - INDIANAPOLIS INTERNATIONAL AIRPORT

Relocation of the terminal complex and development of a new midfield passenger terminal building was the next logical step in the long-term development plan for Indianapolis International Airport, which began in the mid-1970s with the Master Plan and continued in the late 1980s and early 1990s with reconfiguration of the runway system to provide independent parallel Runways 5L-23R and 5R-23L.

Leigh Fisher Associates assisted the Indianapolis Airport Authority in negotiating a new 10-year airline use and lease agreement. As part of the new airline agreement, the airlines approved development and construction of the Midfield Terminal, with an estimated cost of $808 million (in 2000 dollars) and an expected date of beneficial occupancy of July 1, 2007. The Authority agreed to use its best efforts to ensure that the average projected cost per enplaned passenger and landing fee rate would not exceed targeted limits during the projection period.

In addition, as part of the airline negotiations, Leigh Fisher Associates prepared the 10-year Financial Plan that supported implementation of the Authority’s entire 10-year ($1.3 billion) Capital Improvement Program, including development of the midfield terminal. The financial plan demonstrated the effect on airline rates and charges and illustrated the achievement of the targeted limits.
