SECURITY IMPLEMENTATION PLANNING - HARRISBURG INTERNATIONAL AIRPORT

Since 1998, Leigh Fisher Associates (LFA) has assisted the Susquehanna Area Regional Airport Authority (SARAA) in defining, planning, and implementing its vision for Harrisburg International Airport.

Subsequent to the enactment of the Aviation and Transportation Security Act (ATSA) and with assistance from LFA, SARAA evaluated the cost to modify its existing passenger terminal to permit 100% screening of checked baggage with explosives detection systems (EDS) equipment and to provide an acceptable level of customer service. From that evaluation, SARAA decided to implement an interim lobby-based baggage screening solution until a new terminal, incorporating an in-line screening solution, can be constructed.

Within 8 weeks, the Leigh Fisher Associates team, consisting of specialists in terminal planning, program management, security implementation, baggage systems, construction, engineering, and airport finance, developed a terminal concept incorporating 100% checked baggage screening with EDS equipment. SARAA intends to construct the facility by 2004.
