In 1997, the Norfolk Airport Authority retained Leigh Fisher Associates to prepare a comprehensive strategic plan for parking facilities and operations at Norfolk International Airport. Preparation of the strategic plan included:
- Development of parking, rental car, and curbside facility requirements through 2008 and evaluation of alternative facility concepts to accommodate those requirements
- Review and evaluation of the Airport's on-line computer-based parking revenue control system
- Analysis of current public parking activity and revenues and formulation of alternative rate schedules to meet Authority objectives
- Review of alternative business arrangements for public parking, including self-operation or management by a parking company
Working with Airport staff and the Authority's architects, Leigh Fisher Associates completed a conceptual plan for parking facilities in 1999. The plan calls for the staged development of a new parking structure (beginning in 2000) with over 5,000 spaces. This development is to be coordinated with development of new passenger terminal facilities at the Airport.
On the basis of other findings during preparation of the plan, the Authority elected to continue self-operation of the parking facilities and has implemented new parking rates to generate additional revenues and balance activity among its existing public parking structures and lots.
