customers. On-airport rental car companies typically pay facility rentals plus a percentage
of their airport-related revenues; rental cars are often the second largest nonairline
revenue source after public parking. As the numbers of airport passengers increase,
rental-car-related roadway and curbside congestion can be significant, and rental car
operations may occupy land that would be better used for automobile parking or
terminal-related expansion. This increase in passengers, and rental car customers,
is also a problem for the rental car companies, as they incur higher operating costs while
