Airport sponsors analyze ground transportation and parking to determine how best to improve levels
of service, enhance operations, and accommodate the needs of airline passengers, airport employees,
and air cargo shippers--that is, all users of an airport. Unlike the typical commuter, airline
passengers are often unfamiliar with airport access roadways, and under stress because of concerns
about potential congestion or delays encountered while entering an airport or searching for a parking
space. Delays can cause passengers to miss their flights or miss friends or relatives waiting at the curb.
In recognizing the unique needs of airport users, airport sponsors understand that "cookie cutter"
solutions are often impractical in an airport environment, and seek solutions that provide the
traveling public with high levels of service. Airport sponsors also attempt to operate ground
transportation and parking facilities efficiently, and to maximize their revenues consistent with
other goals. Managing and controlling parking revenues are important because public parking
facilities are typically the largest source of nonairline revenues at U.S. airports, often
generating between 15% and 30% of total airport revenue.
