Greenfield Airport Master Plan and Strategic Development Plan for Guayaquil, Ecuador

Location: Guayaquil, Ecuador

Guayaquil is the most populous city in Ecuador, and the main business center of the country.  Given economic growth anticipated for the Guayaquil region, the existing airport in Guayaquil is expected to reach capacity around 2024.  Because the existing airport site provides few opportunities to increase capacity, the Airports Authority of Guayaquil (AAG) decided to study the possibility of building a new greenfield airport at a site approximately 30 kilometers southwest of the city center.

In 2012, AAG engaged LeighFisher to prepare a comprehensive development plan for a new greenfield airport, as well as a strategic plan to accommodate demand at the existing airport until the new airport is operational.  Combined, the two studies provided:  (1) 40-year aviation activity forecasts for the Guayaquil region, (2) options for incrementally expanding the capacity of the existing airport, (3) facilities requirements for the new airport to accommodate the forecast demand, and (4) development alternatives for both the existing and new airports. 

The preferred development plan for the new greenfield airport included:

  • An airfield that accommodates Code F aircraft with three parallel runways spaced to provide triple independent simultaneous operations
  • A 267,000 m2 multi-level terminal complex providing 70 contact gates and 20 remote parking positions
  • A ground transportation network, parking garages, general aviation, aviation support, and facilities to accommodate military activity
  • Almost 100 hectares of air cargo facilities – a key target market for the new airport
  • More than 350 hectares of land available for commercial development
  • An enhanced roadway network – a necessity for importing and exporting goods into and out of Ecuador – to both the City and the Port of Guayaquil

A key element of the project was determining the financial viability of the new airport.  The options for aeronautical revenue development were comprehensively evaluated – including traditional airport revenue sources such as airline fees and charges, duty free, retail, and car parking – as well as non-aeronautical revenues.  A phasing plan was prepared so facilities at the new airport could be built in an economically viable manner.  Additional elements of the project included an air cargo market assessment; airline market assessments; a sustainability plan; and an economic impact assessment of the new airport.

Currently, the City is evaluating the master plan.  Construction is expected to take place from 2017 to 2023, with opening of the new airport and the transition of operations to take place in 2024.

  • Preparation of a master plan for a new international airport for Guayaquil to accommodate 16.0 million passengers in 2024, and 33.2 million passengers by 2053
  • Development of an airfield providing triple parallel runways for independent simultaneous operations; and a terminal concept that maximizes land for commercial development
  • Estimated cost of $1.44 billion (in 2014 constant dollars) over the planning period with $855 million in the first phase of development, or approximately 60% of the total project cost
